About Our Owners
Since City Lights’ inception in 1992, Jackie has been an integral part of the team. Throughout her tenure, she has overseen all facets of the business, from managing the accounting department to facilitating the preparation of financial statements for credit lines, monitoring receivables and cash flow, cultivating new customer relationships, ensuring government certifications, and generating profit projections and job performance reports. In 2002, Jackie formally stepped into a leadership role as Advisor alongside her father, Juan Candelaria.
Following Juan’s passing in June 2011, Jackie assumed the position of President and majority owner, spearheading day-to-day operations and guiding the company’s long-term development. Jackie holds a Bachelor of Science degree in Accounting from St. Joseph’s College and sits as a member of the Middle States Electrical Contractors Association for over 25 years.

After completing the International Brotherhood of Electrical Works Electrical Apprenticeship Program in May 1993 through Local 9, John joined City Lights as a Project Manager in 1994. Renowned for his extensive expertise, he is entrusted with tasks ranging from estimating and blueprint analysis to price structure calculation and negotiation of subcontractor proposals. As Senior Vice President and minority owner, John collaborates closely with the President, contributing to strategic decision-making, marketing initiatives, and sales operations.
His multifaceted role includes ensuring the timely submission of accurate bids, overseeing logistical coordination of field labor, implementing risk management strategies, and spearheading safety initiatives. A dedicated member of the Middle States Electrical Contractors Association since 2002, John has served as President since 2021, fostering strong relationships with labor unions. Holding a Bachelor of Arts degree in Communications from Northern Illinois University, John brings a diverse skill set and valuable leadership to the City Lights team.

Having completed the International Brotherhood of Electrical Works Electrical Apprenticeship Program through Local 9, Mark embarked on his journey with City Lights in 1992, joining his father as a Journeyman Electrician/Foreman. Over the years, his role evolved, transitioning into positions such as Superintendent and Safety Director then to Vice President and minority owner. Currently, Mark’s responsibilities encompass directing field labor, overseeing installation procedures, resolving equipment issues, managing materials and tools, handling paperwork, and ensuring timely project completion. He also plays a crucial role in maintaining job schedules and coordinating field operations.
Mark’s leadership in the field is instrumental in upholding City Lights’ unwavering standards of quality. Possessing a Class A Commercial Driver’s License (CDL) and Welding Certificate, Mark is also certified in OSHA and Confined Space protocols, underscoring his commitment to safety and professionalism in every aspect of his work.

Juan "Tony" Candelaria

In June 2011, our family experienced a profound loss with the passing of Juan, the cornerstone of the Candelaria/Hoffman and City Lights family. Known affectionately by various names – Juan, Tony, the Juan-man, John, and Nonno – he left an indelible mark on all who knew him. Warm-hearted and humorous, yet diligent and dedicated, Juan was esteemed by everyone he encountered.
Juan’s tenacity and work ethic were rooted in his humble beginnings. Raised in Arecibo, Puerto Rico, he began working at a young age. Upon moving to Chicago, where he met his wife Romilda, Juan’s dedication to providing for his family never wavered. Their union blessed them with three children and seven grandchildren. An avid outdoorsman, Juan enjoyed fishing and tree climbing, delighting in sharing these experiences with his grandchildren.
As a lineman with Local Union IBEW #9 in Hillside and later as an Assistant Superintendent of Construction for the City of Chicago’s Board of Education, Juan’s contributions extended beyond his family and business. Active in organizations such as HACIA and the Illinois Road Builders, he tirelessly supported charitable causes.
His entrepreneurial spirit and quest for independence led him to establish his own business, with unwavering support from his three children. Recognizing an opportunity in the electrical contracting industry, Juan pursued this endeavor with determination, love, and a commitment to fostering enduring relationships.
Juan’s absence is deeply felt by his family and colleagues at City Lights. His legacy of hard work, compassion, and generosity will forever endure in our hearts.
